Hon. Stephen Horsey was born in 1620 on the Isle of Whit in England and died on 8 Aug 1671 in Somerset County, Maryland, North America. In 1651 he was living in Virginia, North America. He is buried on his plantation in Somerset County, Maryland, North America.

In 1653 he was a member of the House of Burgess from Northampton County, Virginia, North America. On 4 Feb 1662 he was elected Commissioner of the territory between the Choptank River with a line drawn east into the Maine Ocean from Watkins Point and held that possession until 20 Feb 1663. In 1662 and on 28 Aug 1665 he was elected Justice of the Peace of Somerset County, Maryland, North America. On 15 Aug 1663 in Somerset County, Maryland, North America he was elected Commissioner of the Easter Shore for one year along with John Elsey ( - ), Randall Revell ( - ) and Capt. John Odber ( - ). On 26 May 1664 in Maryland, North America he was empowered by Gov. Charles Calvert ( - ) along with Capt. William Thorne ( - ), Mr. William Bozeman, Esq. ( - ), for six months to grant warrants for land that was within the Provence of the Easter Shore of Maryland, North America.
